How is this different from a tool subscription?

For some organisations a ChatGPT subscription is genuinely enough. Building is warranted in three cases: when it has to connect to internal systems and data; when it has to keep running after the person who set it up moves on; and when security policy forbids putting your data into an external SaaS.
